Google Street View Coverage: Where It Exists and Where It Doesn’t

Short answer
Google Street View coverage spans more than 100 countries but is far from uniform. Roads matter more than borders: dense in Western Europe, North America and Japan, thin across much of Africa and Central Asia, and absent where governments have refused permission.
Coverage is often described as if it were a property of countries. It is closer to a property of roads, filtered through what each government permitted and what a camera car could physically reach.
Which countries have no Street View at all?
A short list, and mostly for legal rather than practical reasons. China, Iran, North Korea, Afghanistan and Belarus have effectively no official coverage, generally because national mapping or privacy law prevents commercial street-level capture.
The distinction worth holding onto is between absent and sparse. A country with no coverage has none for legal reasons; a country with sparse coverage has motorways and major towns and nothing else, which is a different problem for anyone trying to place a photograph.
Why is coverage so uneven?
Three constraints stack: legal permission, physical access, and commercial priority. A road has to be legal to photograph, drivable by a camera car, and worth the cost of sending one — and rural roads in low-traffic regions fail the third test long before the first two.

The last row has a consequence people miss. A rural stretch may have been photographed once, a decade ago — so the imagery shows buildings that no longer exist and misses ones that do.
How does coverage affect geolocation?
It sets a hard ceiling on verification. You can often reason your way to a candidate street from visual clues, but confirming it requires imagery of that street — and in thinly covered regions there simply is none.
This produces a bias worth naming: photographs from well-covered regions get confirmed, and photographs from poorly covered ones stay at "probably this country". The difference is in the reference imagery, not in the difficulty of the photograph.
It also explains why Yandex often outperforms Google on scenes from Eastern Europe and Central Asia. Different companies drove different roads.
What can you use where there is no coverage?
Satellite and aerial imagery, which covers essentially the whole planet, plus community street-level imagery in some cities. Satellite views cannot show a shopfront, but they do confirm road layout, building footprints and terrain.

- Historical imagery layers, which sometimes cover a date the current layer does not.
- Photographs published by others: listings, news, travel writing.
- Pure clue reading — the ordered checklist needs no reference imagery at all.
The last option is the one that scales. Reading driving side, script, road markings and infrastructure works identically whether or not anyone has driven a camera down that street.
